Hijab (Follow Up: Neck and Chin)

Dear brother,
Jizak Allah for such a good job indeed. May Allah help you in spreading the right word even more.
I wanted to ask a question in relation to head covering. If head covering is not part of shariah for women, then covering neck and area below chin would become impossible. Because if a shawl/ a loose cloth is used to cover the chest it certainly cannot cover the neck and the neck line? Please explain?

Thanks for your kind prayers.
Based on my understanding from a detailed research on the subject of hijab:
Chin can be considered as part of the face when it comes to issues related to hijab. Accordingly it is not an obligation to cover it.
Neck has the same ruling as hair, that is, if it is embellished then covering it will become obligatory. I can think of ways to cover neck without covering head. However if a woman has embellished her neck and cannot cover it unless she covers her head, then so be it. Such woman needs to cover her embellished neck by covering her head.
Please also note that the above is as far as (understanding of) the Shari’ah concerns. Based on the general spirit of the Qur’an, as I stated in a number of my previous answers, it is better (but not obligation) for women to cover their hair (and neck) even if no embellishments are used. This is more important in societies where covering these areas is generally considered as a sign of modesty.
