I am confused about music. In music both voices male and female are used. Some female voices are so much attractive. There voices must have a attraction towards male although she is singing a nice song in good words but create a romantic atmosphere. Is it not that all tragic song will be allowed but nice and romantic songs will not be allowed.

"As a general principle, other than what is clearly prohibited in the Qur’an, nothing else can be called impermissible unless it is used for something that is prohibited in the Qur’an. On the basis of the above, no game, no movie, no painting, no music, etc. can be called Haram per se."
My answer to your question remains the same.
I however need to add another point here:
What is the criteria for limiting a woman in the society in terms of moral values? Is the criteria 'attraction'? If this is the criteria (i.e. whether there will be an attraction or not) then I think the ruling should be that no man should be in the same place with a non-relative woman at any circumstances. In other words, if the criteria is whether there will be an attraction then basically we need to put the men and women in two different planets.
The Qur'an has never forbade women to be in the public, and only advises them (and men) to be modest in their behavior. Do you think a woman cannot be attractive to men if she covers her whole body? There are Hadiths suggesting that the Prophet (pbuh) allowed girls singing in his presence. Do you think that could not be attractive for those who wanted to be attracted?
The element of attraction is always there due to the nature of male - female relationship. However what Islam requires us are two things:
- Not to intentionally behave in a seductive way
- Holding our piety (Taqwa) at all circumstances
(Note how in the Sura of Nur, first men are advised to keep their piety - 24:30 - and then women are advised to keep their piety and wear appropriately - 24:31).
It is only the combination of the above two that can make a society morally secure.
Accordingly we cannot make general rules like "All tragic songs will be allowed but nice and romantic songs will not be allowed".
If the atmosphere is such that the singer intentionally behaves seductively then this will not be allowed (being a tragic or a romantic music). However if this is not the case, if the singer is not behaving inappropriately and if the aim of the whole event including the song is not to encourage immoral behaviour then we cannot disallow the singing, being tragic or romantic.(1)
