Answer to your question is in your own wording.
You wrote: "every place on earth is sun rising and sun setting place"
Don't you know that Sun never rises and never sets and that it is in fact Earth that turns and therefore makes the Sun's light absent from the horizons of Earth in turn?
Of course you know! However you used the same terminology that every one else uses. You referred to sunrise and sunset because your language is not the language of science but is the language of common conversation. Based on the same language we call American countries 'the west' and Asian ones 'the east', although scientifically speaking we can say that Asia is located at the west of America!
This is also true for the Qur'an. The Qur'an talks with the language of common conversation and not with the language of science. The verses you mentioned are the same. When it says that Zi Al-Qarnayn reached the place of sun setting or sun rising it means he went far towards the west as far as he could go (note there is a reference in the verse indicating there was a sea at that point) and there he found the sun setting. He then traveled towards east as far as he could go and there he found the sun rising.
