Shura in the Qur'an (42:38)

Question:

Surah Shura is a Makki surah, so why is "amruhum shura baynahum" (their affairs are based on consultation among them) mentioned in a Makki surah? It instructs Muslims that theiy conduct stately and political affairs with mutual consultation when at that time they did not have a state of their own

Answer:

The state affairs is one of the most crucial affairs for which shora (consultation) is required in accordance to the Qur’an. However the advice to shora is not excluded to state affairs. It also applies to any common affairs among a group of Muslims.

Also note that the verse 42:38 is not specifically addressing the Muslims in Mecca at the time of the prophet (pbuh). It is a general verse addressing all Muslims.
