Zikre Khafi

What is Zikar-e- Hafi ? and is it true that if you mention Allah in your heart its reward is 70 times more than the verbal appreciation of Allah?

I believe you meant Zikre Khafi (not Hafi) so I corrected the title.
Zikr means remembrance. Khafi means hidden. So Zikre Khafi means Hidden Remembrance (of God). This is normally expressed as opposed to Zikre Lisani (remembrance by tongue).
The idea is that instead of turning the tongue to remember the Almighty by mentioning His name and attributes, the person tries to run this only through his heart.
Among some other groups of Muslims there is a slightly different meaning for the term.They consider the Zikr of La Ilaha Illa Allah (there is no god but God) as Zikre Khafi. Simply because you can say it by tongue while your mouth is closed, so when you say it no one will notice.
I think in principle the idea of remembering God not just by the tongue is a very valid idea. I am sure that those who practice Zikre Khafi do benefit from it a lot. I would like to add that even better than Zikre Khafi is that remembering of God that makes the person always obeying Him and never to do something that displeases Him. This I think is the highest level of remembering God.
As for the Hadith that remembering God in heart is 70 times more rewarded than remembering God in tongue, I think this is a valid statement (without emphasizing on the number 70). However I am not aware of any reliable Hadith that says this.
